Barack Obama slammed John McCain's "risky" plan to buy up 300 billion dollars in bad mortgages Thursday, and warned his White House rival was offering "erratic" leadership at a time of crisis.

US and European share prices wilted Thursday after a mid-day rally as investors remained jittery over frozen credit markets despite official moves to shore up banks and boost confidence.

Councils facing "severe" difficulties after investing in collapsed Icelandic banks will receive "appropriate" assistance, the Government and the Local Government Association said in a joint statement.
