Kenya death toll near 250
A mob torched a Kenyan church on Tuesday, killing about 30 villagers cowering inside, as the death toll from ethnic riots triggered by President Mwai Kibaki's disputed re-election approached 250.
Fire engulfed a church near Eldoret town where hundreds of Kibaki's Kikuyu tribe had taken refuge in fear of their lives. Witnesses said charred bodies, including women and children, were strewn about the smouldering ruins.

UK defies Russia on British Council ban
Britain on Tuesday defied a Russian order to close the regional offices of its cultural arm from New Year's day, but there was no evidence of Russian attempts to forcibly close British Council centres.
Russia on December 12 ordered the British government's cultural arm to halt work from January 1 at all its regional offices, saying Britain had broken a host of international and domestic rules.

Richey could be 'free in a week'
A Briton who has spent 20 years on death row is expected to be released and return to the UK in a week.
Kenny Richey has agreed a plea deal in the US which will allow him to walk free and return to Britain.
He was convicted in 1987 of an arson attack on an apartment block in an Ohio town in which a two-year-old girl died.
But in August last year the sentence was overturned.
The 43-year-old had planned to plead no contest to attempted involuntary manslaughter, child endangering and breaking and entering at a hearing on December 20.

Gordon Brown New Year Message On NHS Future
Gordon Brown has prescribed a package of "reform and change" for the NHS as he vowed to press ahead with a health service constitution.
In a New Year message to NHS staff, he said it would secure the future of 60-year-old tax-funded healthcare service.
Mr Brown made a New Year's Day visit to Wexham Park Hospital in Slough, Berkshire where he thanked staff for working over the New Year and praised their "tremendous" efforts.

Commuters Warned Over Freezing Snowy Start To New Year
Siberian winds rushing into Britain are certain to bring a freezing few days this week - with many parts of the country getting snow.
It could mean chaos on the roads and rails for commuters heading back to work after a mild Christmas and New Year.
Motorists are being urged to take extra care as gritting lorries are sent out to prepare roads.
